Update on https://github.com/fmestrone/GlotPress. I now have basic user management and a couple of settings: the default format selected when exporting/importing, whether user registration is enabled, whether the list of projects should be visible to anonymous users. This is on top of the installation wizard, which seems to be working well, so long as your web server has write-access to the doc root
